Much of what I scanned when I read your piece, which felt way too long for me, was that you are hitting on a lot of symptoms when the core issue is a lack of shared purpose within each of these organizations. Without that shared sense of purpose, there can be no pursuit by a group of people for goals bigger than themselves, things that they can all join together and achieve as a group. That is what creates engagement, and common values are what create culture IMNSHO.
